Managing Partner
Joe Hurst
Twenty-five years of building and construction management experience with a significant concentration in large scale, phased renovation projects have provided me with the expertise to identify, address and resolve complicated challenges facing owners in the current market.
Since 1989, I have completed 150 projects for a diverse array of owners in 15 plus states. I have learned the art and science of collaborative project planning and am driven to continually gain expertise. One of my fundamental beliefs is that optimal results are achieved through highly detailed-oriented planning, before construction begins. Of course, one of reasons I have a passion for construction is that it is a dynamic industry and sometimes presents the unknown. In those situations, experience really pays off.
I am fortunate to have experience working directly for owners for approximately half of the 25 years I have project managed large scale renovations and I have always considered their checkbook as my own. I’ve continued demonstrating that value in my role as a contractor and this is one of the principles of the long-standing relationships I enjoy in business.
Value engineering has become an over-used catch phrase in modern construction. However, it takes real know-how, born of actual understanding, to integrate practical alternates in the planning phase as well as delivering quickly thought out options when an unanticipated circumstance presents itself in the middle of a construction schedule (like that would ever happen!).
I believe in exceeding the expectations of owners in three ways: Superior Planning, Adherence to Project Budget and delivering Excellent Results.

VP of Operations
Austin Papaik
Austin Papaik serves as Vice President of Operations at Foundation Business Enterprises, bringing more than a decade of experience leading complex commercial and hospitality projects across the United States. He oversees all aspects of construction operations — including preconstruction planning, budgeting, scheduling, and project delivery — ensuring each project aligns with client expectations and company standards for quality, safety, and performance.
Throughout his career, Austin has successfully managed multimillion-dollar developments ranging from hotels and visitor centers to national retail buildouts. His leadership is defined by a commitment to operational excellence, strategic planning, and cultivating strong relationships with clients, architects, and subcontractors.
Austin studied Construction Management at Georgia Southern University and continues to leverage both his field experience and technical expertise to drive the success and growth of Foundation Business Enterprises’ construction operations.

Project Manager
Mark Hannahs
Mark Hannahs is a Project Manager at Foundation Business Enterprises, LLC, leading day-to-day planning, scheduling, and subcontractor coordination to keep complex, phased projects on track. Known for clear communication and disciplined budget and schedule control, Mark aligns owners, brands, and field teams to deliver safe, efficient results. His hands-on problem solving and commitment to quality embody FBE’s standards—driving consistency from kickoff through closeout.

Project Engineer
Larry Hall
Larry Hall is a Project Engineer at Foundation Business Enterprises, LLC, bringing more than 20 years of construction management experience to the team. His career spans an impressive range of project types and responsibilities—including the construction of 184
homes with Pulte Homes in the 1990s, management of a dozen Class A and Class B office buildouts across the metro Atlanta area, and involvement in nearly 30 hotel
renovation projects with FBE.
With a sharp eye for detail and a steadfast commitment to quality, Larry plays a key role in project coordination, documentation, and technical execution. His problem-solving mindset and broad field knowledge make him an essential contributor to FBE’s continued success across its national portfolio.

Project Administrator
Kristin Force
Kristin Force serves as a Project Administrator at Foundation Business Enterprises, LLC, where she plays an integral role in managing documentation and supporting project execution across all phases of construction. Drawing on her Information Systems studies at Georgia Southern University, Kristin applies a systems-driven approach to streamline administrative processes, ensure document accuracy, and maintain organized project records.
Her expertise bridges technology and construction administration—helping to implement structured workflows, contracts, and change orders, and uphold compliance with company and client requirements. Known for her precision, organization, and proactive communication, Kristin fosters an efficient work environment that keeps teams aligned and projects moving forward smoothly. Her attention to detail and commitment to process integrity make her an invaluable part of the FBE team—ensuring accountability, consistency, and excellence on every project.

Kevin Culpepper

We are deeply saddened by the passing of our dear friend and former partner, Kevin Culpepper, who lost his courageous battle with cancer. Kevin was not only a valued colleague but also a remarkable human being—known for his integrity, dedication, and the kindness he brought to every interaction.
